Saudi Vision 2030 Jobs: What Nobody in HR Will Tell You

Saudi Arabia is building a $500 billion city from scratch. It is constructing an entertainment district the size of Las Vegas. It is launching a tourism industry in a country that did not issue tourist visas until 2019.

Vision 2030 is not a policy document. It is the largest job creation programme in the Gulf’s history. And most expats are applying for the wrong roles.

The Scale of What Is Happening

NEOM alone projects 100,000 construction workers and 35,000 permanent residents by 2030. Qiddiya, the entertainment mega-project near Riyadh, plans to attract 17 million visitors annually by 2030. The Red Sea Global tourism project spans 28,000 square kilometres across 90 islands.

These are not plans. Contracts have been signed. Budgets have been allocated. The Saudi Public Investment Fund (PIF) manages over $930 billion in assets, making it one of the largest sovereign wealth funds in the world. The money is real.

Between 2024 and 2030, the Kingdom expects to create 6 million new jobs across tourism, entertainment, technology, healthcare, and renewable energy. For context, the entire UAE workforce is approximately 7 million.

Where the Jobs Actually Are

Most job seekers search for NEOM jobs or Saudi Arabia jobs. That is too broad. The opportunities cluster in five specific sectors.

Tourism and Hospitality. Saudi Arabia aims to attract 150 million visitors annually by 2030. The Kingdom needs hotel general managers, F&B directors, revenue managers, guest experience specialists, and destination marketing professionals.

Technology and Digital. NEOM cognitive cities require AI engineers, data scientists, urban technology specialists, and cybersecurity professionals. Saudi Arabia digital economy target: 19.2% of GDP by 2030.

Healthcare. The Kingdom is privatising healthcare delivery and expanding capacity. New hospitals, medical cities, and specialist clinics are opening across Riyadh, Jeddah, and the Eastern Province.

Renewable Energy. Saudi Arabia targets 50% renewable energy by 2030. The $5 billion Sudair Solar Plant is already operational.

Entertainment and Culture. The General Entertainment Authority has licensed thousands of events since 2018. Cinemas, concerts, sports leagues, and cultural festivals are now permanent features.

What Saudisation Means for Your Application

Saudisation (Nitaqat) is the nationalisation programme that requires companies to employ a minimum percentage of Saudi nationals. The percentage varies by sector and company size.

Some roles are now reserved exclusively for Saudi nationals. HR positions, reception roles, certain sales functions, and most government-facing positions have mandatory Saudisation quotas.

The roles where expats remain in demand are specialist functions where local talent is still developing. Technical engineering, senior hospitality management, niche medical specialties, advanced data science, and C-suite advisory roles still recruit internationally.

The practical rule: the more specialist your skill, the more secure your position.

Salary Expectations vs Reality

Mid-level professionals (5-10 years experience) can expect total packages between $55,000 and $90,000 annually. Senior professionals (10-15 years) range from $90,000 to $150,000. Director and VP levels start at $150,000 and reach $300,000+ for critical roles in mega-projects.

Housing allowances in Riyadh have compressed. A family apartment in a compound runs 80,000-150,000 SAR annually.

How to Position Yourself for Vision 2030 Roles

First, target the operator companies, not the holding entities. NEOM jobs are distributed across subsidiary companies: Trojena, The Line, Oxagon, Sindalah. Each subsidiary hires independently.

Second, demonstrate regional understanding. Saudi Arabia is not Dubai. The work culture, pace of decision-making, and stakeholder dynamics differ significantly.

Third, get your credentials Saudi-ready. Start the credentialing process before you apply. It takes three to six months.

The Risk Nobody Mentions

Mega-projects operate on different timelines than the private sector. Phases get delayed. Budgets get restructured. Teams get reorganised.

If you join a mega-project, build a 24-month financial buffer. Vision 2030 is real. The investment is real. The jobs are real. But the path is not linear. Plan accordingly.
