What Is Saudization?
Saudization is Saudi Arabia’s national programme to increase employment of Saudi nationals in the private sector. The formal framework is called Nitaqat, meaning ‘ranges’ in Arabic.
Every private company is assigned a colour band based on its percentage of Saudi employees. That band determines what the company can and cannot do with visas, sponsorships, and government services.

Highest Saudi representation. Full access to all government services. Can hire from Red and Yellow band companies. Maximum visa flexibility. These companies are held up as national examples.
Green (Low, Medium, High)
Meets or exceeds the minimum Saudi quota for the sector. Can renew work visas. Can transfer sponsorship of foreign workers. This is where most compliant companies sit. Green High is close to Platinum benefits.
Yellow
Below the minimum Saudi quota. Limited visa renewals. Cannot transfer foreign workers from other companies. Restricted access to certain government services. A warning zone.
Red
Significantly below quota. Cannot renew work visas. Cannot hire new foreign workers. Existing foreign employees can transfer to Green or Platinum companies without employer consent. This is a business-critical risk that can collapse your workforce.
Sector-Specific Percentage Targets
Saudi Arabia does not apply a flat percentage. Each sector has its own target based on workforce size and national priority. Approximate ranges:
- Retail: 70-77% Saudi for certain sub-categories (electronics, watches, eyewear shops may require 100% Saudi staff)
- Banking and finance: 50-70% depending on company size and function
- Telecommunications: 50-60%
- Healthcare (non-clinical): 30-40%

These targets increase over time. The direction is always upward.
Reserved Roles (100% Saudi Only)
Some roles are entirely closed to non-Saudi workers:
- HR roles in companies above a certain headcount threshold
- Receptionist and front-desk positions in many sectors
- Government relations (PRO/Muaqib) roles
- Security guard positions
- Retail sales in specific categories: watches, eyewear, electronics, children’s clothing, confectionery, medical devices, car parts, building materials, carpets, home furniture, ready-made clothing, men’s accessories
- Dentistry, pharmacy, and certain allied health roles
- All administrative assistant roles in certain company size brackets

Saudi candidates look for career development, training, competitive compensation, and alignment with Saudi Vision 2030. A job description that reads like a task list will not attract them. Include growth paths, benefits, and the company’s commitment to national workforce development.
3. Verify Reserved Roles Before Posting
Before posting any role for a foreign worker, confirm it is not on the reserved list. Qiwa will reject the application, and you will have wasted time and processing fees.
4. Use Taqat and Jadarat
MHRSD operates national job platforms for Saudi job seekers. Post vacancies there alongside commercial job boards. Taqat (taqat.sa) is the primary government employment portal. Jadarat focuses on specific skill categories.
